The Barracks at Stanley Kong me as the Duke of Newcastle must be aware, notoriously unhealthy and the various Sanitary improvements which have from time to time been introduced there have failed to effect any appreciable benefit to the health of the Troops.
It was mainly on this account that Major General Sir C. Straubenzie recommended the requisition of the "Cape Collinson Peninsula" as being well adapted for a Sanitarium.
Sir G. Lewis considers therefore that in dealing with this land, the health of the Troops must be regarded as of primary importance and with every desire to meet the wishes of the Governor, he has come to the conclusion
